Geoff Haley was associated with
various Specialised Assignments, which includes Advisory in Greek
Government Agency DEPA, the Emissions Trading Group (a group of
seventy major PLC’s), EC on financing for TENs programme, EBRD on
project procurement in PPP sector, UNIDO (Vienna) and UNCTAD
(Geneva) on PPP implementation and training, UN on joint energy
project for Mali, Mauritania and Senegal, Government of Georgia on
Tbilisi Water, Foreign and Commonwealth office on embassies in Kiev
and Sofia, Government of Jordan on Amman water project and in PPP
electricity programme. He was also Consultant to K Legal and Fenwick
Elliot.
He had also advised on major waste management and waste to energy
plants, major oil and a gas gathering project in Pakistan, Co-gen
gas fired power station in the UK etc, the Energy Charter Treaty and
accompanied missions to Russia and Kiev. He also led negotiations
for the acquisition of Petrocarbon from Burmah Oil, proposal for
first proposed private power station in Northern Ireland in 1986/87,
proposal for subsea pipeline system and terminal at Nigg, Scotland.
Moreover, He had acted for private consortium on first DBFO highways
project in UK- A69 Carlisle to Newcastle, construction consortium
(10 contractors) on Channel Tunnel, private sector consortium on
Channel Tunnel Rail Link. He also acted on PPP government
accommodation projects in UK (Inland Revenue, Bootle and Belfast
Courts) and on two PPP hospitals in UK (Calderdale and Worcester).
His vast Management experience includes Working as General Manager
of Costain Ventures (1986-1989), where he used to look after the
Group’s equity investments in major projects in the UK and overseas,
Directorship of GKN Kwikform, British Urban Development, Costain UK,
Costain Concrete and Kent European Enterprises Ltd. He also worked
with the National Audit Office on a series of initiatives in the UK
on relationship management between the public/private sectors,
Government PPP Units of Netherlands and South Africa on country
strategy and policy and Training Programmers for EIB and the
Government of Trinidad and Tobago. He was also Partner of Arnold and
Porter(1998-2000, SJ Berwin (1993-1998), Theodore Goddard
(1989-1993) and Legal Adviser of Costain Group (1976-1986).
He is the Author of the Book “A-Z of BOOT” and Part author of UNIDO
book on BOOT projects. His lectures extensively on PPPs and has had
many articles published. He also advises governments, municipalities
and private sector consortia on the introduction and implementation
of PPPs. He also conducts training courses for governments and the
private sector. He has recently set up an Academic Forum for
Universities and educational institutions around the world to
encourage the teaching of project finance in first degree,
postgraduate and business school courses. His recent training
programmes include European.
